Norge er inndelt i 19 fylker og 431 kommuner siden 01.01.2006. Subnasjonalt selvstyre utøves av 18 fylkeskommuner regionalt og av 431 kommuner lokalt. Oslo kommune ivaretar også ansvaret som fylkeskommune. Noen av de større kommunene er inndelt videre i kommune- eller bydeler, med autonomi innen bestemte tjenesteområder. Fylkesmannen representerer regjeringen i hvert fylke og fører tilsyn med kommunene på regjeringens vegne.
Norway is divided into 19 counties (fylker) and 431 municipalities (kommuner) as from 01.01.2006. Subnational self-government is exercised by 18 county councils (fylkeskommuner) at the regional level and by 431 municipalities (kommuner) at the local level. The municipality of Oslo in addition maintains the responsibility as a county council. Some of the greater municipalities are divided further into municipal or city factions (kommunedel + bydel), with autonomy on certain service questions. The prefect (fylkesmannen) represents national government in each county and supervises the municipalities on the governments behalf.
